It outlines the research purpose, objectives and significance to digital organizations, academia and government. The literature review has two parts. The Theoretical Frameworks (Diffusion of Innovation Theory and Technology Acceptance Model) and general literature on civic tech. The methodology follows. The findings and discussion center on opportunities for civic tech innovations, impact of civic tech on the Finance Bill Movement and an analysis of civic tech usage between 2023 and 2024. It proposes a few recommendations on civic tech innovations, digital exclusion and managing misinformation before concluding with a summary of key findings and future of civic tech in Kenya.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">\u003Cb>Background \u003C\u002Fb>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">On 21\u003C\u002Fspan>\u003Cspan style=\"font-weight: 400;\">st\u003C\u002Fspan>\u003Cspan style=\"font-weight: 400;\"> August 2023, \u003C\u002Fspan>\u003Cspan style=\"font-weight: 400;\">during a public forum,\u003C\u002Fspan>\u003Cspan style=\"font-weight: 400;\"> 24-year-old Mercy Tarus, a \u003C\u002Fspan>\u003Cspan style=\"font-weight: 400;\">Uasin Gishu University student, took the microphone and addressed her county Governor, Deputy Governor and Senator. She presented her grievances and demanded accountability starting with simple time keeping in a manner so bold and unexpected of her young age that stunned the Kenyan nation. She voiced grievances affecting citizens of older generations in attendance. The video surfaced on Tiktok and went viral garnering over 3 million responses in likes, comments and shares.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Kenya’s finance bill is a piece of legislation which drives its economy and finances every year. It outlines the fiscal policies for the coming financial year. It covers taxation, subsidies, borrowing, government revenue and expenditure. It affects individuals, businesses and economic sectors. \u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Nearly a year after Mercy’s address, clauses of the Kenya finance bill 2024 introduced levies and taxes that unsettled many citizens and sparked complaints of unreasonable taxation. These included road maintenance levy, withholding tax on supplies to public entities, motor vehicle taxes, excise duty on financial services, mobile money and internet services, edible oils among others. This fueled unrest among citizens already bearing financial and economic strains. As shared during a focus group, more anger was fueled by some government leaders making news through excessive spending, flashing expensive ties, watches, vehicles, possessions, wads of cash and being caught with relatively high amounts of money. In some instances, their tone was perceived as arrogant in the face of corruption scandals and glaring problems, especially unemployment.
